Diesel is not cleaner. its just that the allowable limits are higher. However Ford (international) diesels, are extremly clean burning (for a diesel), due to the computer controlled Bosch injection system, and it is HIGHLY unlikely that any PSD would not pass emmission test.
Most emmision tests for diesels use a smog tester, which is a photoelectric eye that measures the density of the smoke.
That is why, at least in MA, only some stations do diesel testing.
If you were to connect a diesel to a gas engine emmission tester it would instantly clog the filters.

The law in all states to the best of my knowledge requires that all emission equipment factory installed must be in place and in working order. This may vary from state to state. This includes the cat, smog pump, air injection and the various sensors.
MA has had emmission inspection for diesels since I bought my truck (2000).
Just like those fuel pigish gas engines it is done every other year.
Not every inspection station does diesels, in some cases you have to make an appointment to have it done. If you have had your truck more than 2 years, and havent had an emmission your inspection station has done it illegally (can be done by unpluging the phone line from the inspection computer, so it does not check with the regestry data base, I wont elaborate on how I know that).
however sooner or later you will get an emmission, not to worry though, its a guarenteed pass.
At least we dont all drive Mack's most of them fail the first 3 times, then they get a exemption certificate (only after you have spent $1000.00 in repair bills).
well, just had my truck inspected at a location in MA, I asked if an emmissions test was needed (this time or next time around) and the technition said the MA does not have emmissions testing for diesels, just safty inspection. my last truck I had inspected 2 times and no emissions testing was done (both times at different stations) Whats the deal? are there a bunch of shops running illegal tests? I won't disclose exact location, as i don't want to get the stations in trouble, but there all on the south shore.
British Columbia, Canada. You only need to get your vehicle inspected if you buy it from another province, or you get pulled over and get an inspection notice. Ive had so many vehicles that urinate fluids everywhere, no exhuast, no brakes, windshield cracked everywhere, broken frame, broken main leaf springs....good stuff. Screw emissions and inspections, B.C. FTW!
According to MA state web site only diesel vehicles over 10,000#GVW are required to get smog tested. However I have had 2 tests on my truck in the last 4 years, at 2 different stations.
Apparently no one has told some inspectors exactly what vehicles need it. My truck, 94 F350 CC SRW 4x4 ,has registered GVW of 9100#.
With that figure in mind (10,000#) some F350's need test (DRW's), and all F450's and up need it.
The site below cleared it up for me, now if someone will only tell all the inspectors.
