do you have to have a cat on your truck for a saftey inspection here in nc.

If it came with one, YES.

I have been told that there are some places that will inspect them without, but suspect that is just hearsey.

it all just depends on what side of the bed the inspecter woke up on. if you wanted to be really sneaky, you could make a dummy cat, take any old one that will fit on your trick, bust out the innards, then put in a pipe inside the cat so that it gives it a good flow through, which would be real nice.

If its a 96 or newer model your OBD II will be checked. Otherwise as long as they don't put it on a rack you should be fine.
If I were you, I'd gut it. Then if it is put on the rack it won't make a difference.
