I have a 98 Explorer,auto,4.0sohc,xlt.,cel has not come on,58K miles.
The idle is a little rough,mileage has gone down.I was told the cel does not have to be on to have codes.
I was looking into investing in an OBD2 diagnostic code scanner. The one I was checking into is the Actron cp9135. Would this be a good choice,or is there another one that would be better? I was told that the problem with the Explorer could be an O2 sensor.I think the car has 4 of them,and at about $65 each,a scanner could identify the bad one. The dealer wants about $70 to do a code check,the scanner is not much more.

I can't speak to that particular scanner, but if you're just wanting to check it out for now, you could go to a parts store and see if they will scan it for you. Often they will, in hope that you will buy the parts you need from them.
If it were me (and I might be a little greedy), I would look at the cp9145 or better. From what I could tell on Actron's website, the cp9135 is a "code reader" and not a true scanner. All it can do is read and report trouble codes. A true scanner, though more expensive, can report more than just trouble codes. It can talk to the computer in real time and report various engine parameters (engine temp, O2 sensor state, EGR state, and so forth and so on), which can be a useful tool when diagnosing.
It's your call. IMO, if you're going to get a "code reader," you might consider getting the less expensive 9125.

My problem is, the mileage dropped,the exhaust is sooty,the idle is rough and seeks.Any ideas? Maybe some injector cleaner.I have cleaned the MAF,changed the coolant and thermostat,and the coolant temp. sensor. Can the O2 sensors be checked,easily? Please, any help is appreciated.
Maybe try a SeaFoam treatment. How do the plugs look and are they properly gapped? Is the air filter clean? I think if the O2 sensors were out they would throw a code.
I just bought an AutoEnginuity scanner that connects to my laptop for $200. It just came in and I plan on trying it out tonight. I'll report back.
The reason I reply is that I do not have the CEL lit, but my engine is not quite running right, either. So I bought one of these gadgets to see if I could see anything obvious in the sensors.
