235= tread width (in millimeters)
75= % of the value of tread width that is the sidewall
16= rim size (in inches)
So this example would yield a tire size of the following:

your normal 235/75R15 would be
7" x 2 + 15 = 29"
you have to multiply the sidewall by 2, since it is round.
