When wanting to convert from metric to standard size, you need to provide the entire size of the tire. i.e. 235 75 R16 All of those numbers are used in the calculation.
235= tread width (in millimeters)
75= % of the value of tread width that is the sidewall
16= rim size (in inches)

So this example would yield a tire size of the following:

235mm= 9.3"
9.3" x .75= 7.0"
7" + 16"= 23" tire

23.5cm x 1/2.54
9.25 x .75 = 7"
7" x 2 + 16 = 30"

your normal 235/75R15 would be

7" x 2 + 15 = 29"

you have to multiply the sidewall by 2, since it is round.
