I am looking for definitive help from anyone who may have experienced this problem. Vehicle: 1989 E250 Club Wagon, 351, C6. Problem: Upon turning key to run, voltage to fuel pump circuit shows 12 volts for ~1 second then drops to ~6 volts. Not zero, but 6. I see nowhere in reading the circuits in the EVTM that this is normal. I am at this point just guessing there may be a problem with the ECM. Maybe someone can ell me for certain this is normal. Intuitively it does not seem like it should be. My next step is to disconnect the ECM and see if the reading changes.
Right, check the capacitors in the processor
They leak electrolyte after years and years
That sometimes destroys the circuit board
The symptom is the fuel pumps run constantly and intermittent
Your voltage problem might be those capacitors, it also might be the tank connector for the fuel pump
You are on to it by disconnecting the processor and double checking the voltage
Sometimes those bulging and leaking caps do not explode, and barely show any leakage but have still failed and cause problems

Thank you. The ECM is my next check. As to fuel pump connectors, Both in tank pumps & sending units are new, the inline pump as well. All verified as operational. Tanks were new by previous owner. I have also changed the switching valve. What a tribute to Rube Goldberg that whole sequential pumps thing is. I am seriously considering trying to change it to the 92-96 F-Series style. That would require some modifications to the tanks to accommodate the larger pump assembly.

The crossover valve or combination valve (Ford calls it a "mechanical selector valve reservoir")
That crossover valve I call it, is the likely suspect for basically any fuel system trouble for your van and there has been at least a couple of recalls for that valve on vans
** I would get a correct year PCED and go over every bit of the 40 or so pages of this diagnosis
