My 2017 F350 Lariat was a Commiefornia truck and I bought it with 31k, 3 yrs ago. I have 69,788 miles on her. Does EVERY SuperDuty come with the Block Heater Plug and equipment? I can’t find the plug anywhere and everyone I talk to says it should be by the passenger side front bumper area. But I look and not seeing it! Tennessee gets a bit chilly in the winter so I want to plug her in.
On Aluminum trucks it’s always been optional. My cord is in the center bumper opening.
I will look around there or toward the drivers side. My heated steering wheel doesn’t work neither. And it did prior to my accident with a box truck. I have checked all the fuses and they are great, both passenger side kick panel and in the engine bay. I have seen OTA updates can fu*ck up programming which tells me Ford is getting money for ForScan programming.

It has been said on here that the 17-19 PowerStroke trucks all came with the block heater in the block, but the cord was optional, part of the winter package.
So, your truck may well have the heater in the block, but not the cord to plug it in.

I had a 2017 super duty and it was pretty hard to find the plug inside of the front right side of the bumper. Perhaps it is there. My 2022 350 platinum does not have one, or I still have not been able to find it. I hope you find it if you need the extra heat. I do not know for sure, but my steering wheel starts if I put the high defrost on, then my screen comes on and gives me the choice to turn my wheel heat on. Perhaps this will help you find your mysteries.

My 2018 did not come with the heating element in the block.
It is located up behind the steel on the top of the bumper on the passenger side. It's a crappy clip that doesn't hold on well enough to actually use the plug without it popping free and hanging down, like you see here:
If you look in the wheel opening on the passenger side, you can see the ground connection for the passenger side battery, located on top of the frame. The block heater wiring harness is right alongside that ground:
My 06’ F350 had the element in the block but no cord which was easy to find on Amazon. My 2019 F350 did come with cord already installed.
Check the right side of the block you should be able to see the two prong female plug if the cord is missing.
When I placed my order for my '17 XLT, the option was there to select the block heater, which I did..........however, once my zip code was added to the order, a prompt popped up stating that this location for the bill of sale will include the block heater option. So assuming the OP's truck did not have one from the factory being a CA truck. I had my heater plugged in for the last three days, started it this morning at -15* F and experienced instant warmth in the cab, nice unit to have.
The block heater is and always has been an option. it will always show on the window sticker as such.
I don't know what engine you have but on the powerjoke it goes in the rear of the block just above the starter. you can access it through the right wheel well and it takes an hour or so to install one.
On mine it is by the passenger side front tow hook (what ever you call it) Mine came with it when I purchased it off the lot in 2017, I live in New England where it gets Wicked cold in the winta, although not -20 cold to often.
