very odd starting issue

Bad computer most likely. If the computer does not see a string of PIP pulses the CEL will stay illuminated while cranking.
The fuel pump staying energized is another sign of a bad computer.

i would assume the few times i have got it to start are just a fluke? and i should still assume bad ecm?

well i finally had time to get back to this and i am in process of searching for a ECM so question is this my ecm part number is f4tf-12a650-aaa (hogo) all i can find seem to be F4TF-12A650-BB C does it truly matter aslong as it is from same year and a 5.0l engine?

It does matter as far as which transmission is in the truck. HOGO is for a 5L/E4OD. F4TF-12A650-BBC (BUG2) is for a 5L/4R70W combination. Those computer are not interchangeable.

ok as long as it is a hogo from a 5L/E4OD should it work? I just came across a F4TF-12A650-AP A local just hate to go pick it up and just cause more issues

F4TF-12A650-APA has Catch Code HUG0. It is designed for trucks with a 5L/4R70W combination.

well I finally found a ECU local and it tries to start but won't fully start. Any suggestions on what to check besides the timing?

What ECU? Show pictures?
So, you changed he ECU and you have the same problem?

No, before the ecu replacement, it just spun. Now it tries to start but never seems to get there be able to stay running if that makes sense
