Bad computer most likely. If the computer does not see a string of PIP pulses the CEL will stay illuminated while cranking.
The fuel pump staying energized is another sign of a bad computer.

well i finally had time to get back to this and i am in process of searching for a ECM so question is this my ecm part number is f4tf-12a650-aaa (hogo) all i can find seem to be F4TF-12A650-BBC does it truly matter aslong as it is from same year and a 5.0l engine?

No, before the ecu replacement, it just spun. Now it tries to start but never seems to get there be able to stay running if that makes sense
