How do you know that you are getting correct amount of fuel to injection pump? Tell us how you verified that please. What is condition of fuel filter and fuel? How many miles on current fuel system. What conditions does the truck have that leads you to believe you have a fuel issue?
I have pulled the lin going to the IP and it’s gettifn a steady stream of fuel and i pulled the line going to the filter and its getting a steady stream of fuel
proper fuel delivery to injector pump out of filter head is 1/3 pint in 10 seconds cranking time. also minimum 7 psi fuel pressure out of fuel filter to injector pump.
What condition is the injection pump in? A tired pump will have a hard time building the pressure needed to crack nozzles that are up to specs. I replace both at the same time.

have you cracked the injector lines to see if any fuel comes out?
