it’s a whole different procedure on a 1996 as it has a different type column in it. Personally I recommend removing the column and doing it on a bench. I just feel that’s way easier than doing it in the truck.

you have to remove the tilt head on the column to do it right. Unplug the battery That means the steering wheel, clock spring if it’s air bag, turn signal cam, clip, and the two metal pieces between the clip and the top bearing. You’ll have to remove the two metal levers that lock the tilt mechanism in place and they are spring loaded. Also the gear and retainer in the cylinder behind the ignition lock. This gear and retainer has to be reinstalled in the proper timing with the plastic rod. Then the two big torx screws holding the head on. Also spring loaded. I personally think if you are going to go this far all three column bearings should be replaced. And the lower activator should be removed cleaned up and re-greased minimum. I think it’s a job best left to a pro. It’s what I specialize in so if you decide to send it to a shop let me know. If you do it yourself and need help pm me.
I just drop the steering column down in my lap sitting in the drivers seat to fix 'em
The 96 has a plastic actuator where the older ones were the metal ones
Both about the same where you need to "clock" the little gear in there on the back of the ignition key and cylinder
I don't have a 96 service manual, but the procedure is in the Ford service manuals (available free at your library on AllData)
I'll tell you how to do it
Lower column knee bolster removed, column shrouds removed, air bag removed, steering wheel removed, air bag sliding contact removed and set aside still wired up.
Turn signal switch removed, key in on position, disconnect battery install memory saver in lighter socket.
Poke pin and remove ignion lock cylinder with the key in it and leave in on position
Here is where you pay attention and maybe take a picture of the plastic gear behind that key and cylinder you just removed
That is the gear that must be "clocked" corectly when you go back together with the key (part os the actuator you are replacing)
Once you have that out and have taken a picture, you are down to the tilt pins (and the upper column bearings)
Remove the upper bearing retainer and sleeve
Then pull the tilt pins using the threaded holes and a pair of dykes or pliers and a screwdriver, or they make special little slide hammer pullers just for those tilt pins
They are really not in there too tight
Once the tilt pins are out, the tilt upper housing will come away and the actuator can then be replaced
There are several hard parts to that job and getting the tilt back together is one of them
Use the tilt lever while you push the spring back so you can install one pin and a screwdriver in the other hole
The correct clocking of the gears is the other hard part
