I’ve got an e99 7.3 powerstroke and something got in my turbo and chewed up my impeller blades. I’ve got a new cold air intake to fix the air filtration issue, but I need to fix/rebuild/replace my turbo. I’m on a budget and was hoping you guys had some advice on what I should do.

In his defense, never hurts to see what happens on different forums I guess. I have seen different results to some degree...usually just more activity on one over another

I don't see evidence of the wheel contacting the housing. Push on that shaft with your finger. A teensy motion side/side is ok but in/out is not.
The KC balanced assy is a more comprehensive upgrade but if cost is a concern maybe just the wheel.
Plus bellowed up pipes if yours are OEM.

In addition, this is what the wheel of my Garrett OEM turbo looked like after 241,000 and just before I removed it to install a Riffraff 4x4 billet wheel. The KC compressor wheel was not available at the time, so I used the OEM turbine wheel.
Side by side the OEM on the right and Riffraff on the left.
Check for shaft play, being on a budget you might get by with just a wheel (preferably billet). I would do a 360° rebuild kit at the same time. I prefer to stick with the name brand wheels, but folks have had good luck with some of the cheap billet ones found on eBay (I think). You’d have to ask more about that to the folks that have used them.
Better than that is the KC Balanced Assembly kit. It comes with a billet compressor wheel, a redesigned turbine, and a rebuild kit. More money, but more benefit.
I beg you to put some cheap bellowed uppipes in at the same time. The factory style are prone to leak and they are old. Much performance/efficiency is lost if they’re leaking.
—— ok, I just noticed you have an e99. I don’t think they make “cheap” sets for your model. So you may have to skip them depending on budget allowance.
If money is really tight then you can probably find a factory replacement style wheel pretty cheap. Or there’s probably folks that would send you their take off wheel for shipping cost.

I'd sell you a stock e99 turbo in good shape for cheap. Like shipping money. A little side to side play, no up and down. Vanes look good.

Do you have much blow by? Hopefully you're not dusted.
I believe that there is a brotherhood of the travelling compressor wheel.
Last I heard it was in the Pacific Northwest and the turbo it had been installed on was removed from the truck. That wheel may be up for grabs. @BWST not sure if it has been spoken for yet.
Turbos aren’t too hard to rebuild. I think mine took me 3hrs total including the trip to the tool store to locate a 1/4” drive 12 point deep socket.

the turbo is different, but the compressor wheel is the same size on both.

Still have that 7/7 billet wheel - just pm me @ahab_e99_7.3 and I'll get it to you if you want it. The OEM turbo with 360 kit installed is available as well, though sounds like it might not fit an e99.
Ok so you have many answers, and I have nothing to add that my betters have not already brought up....
so its time for somebody to ask this question.... what in the name of Sweet Baby Jesus did that turbo injest? litteraly that looks like a loose nut or screw went into it under heavy boost. I would pull the intake tract and look for the remnants of whatever got sucked in...
