I'd think the ol' ATF trick in the fuel filter would be something you do to an IP with 100k+ miles on it, like my 6.9l. Didn't you also mention you got injectors from Moose?
I did not get Moose injectors. I did buy new (not reman) G code injectors a few years ago. They only have maybe 2000 miles on them. I pop tested them as well and at that time, they were all within spec.
i am wondering if the suggestion to run conditioner to free up the metering valve is maybe it is an off the shelf pump that was built and tested a while ago, and the fuel residue in the pump may have gummed and stuck the valve.

I had that same thought as well. I'm not sure what their inventory looks like but it sounded like they are very interested in acquiring cores, so I assumed they don't have a lot on the shelf but that's just a guess.
When you bought the IP from Moose did you send in a core?
I bought new injectors for my IDI years ago from the auto parts store. They seem to work ok, but I recently installed a return line kit and one of the injectors was all carbon fouled. I guess I should build or get a pop tester because I have plenty of cores and I've read they aren't difficult to rebuild.
i think the hardest part of the DIY injector rebuild is finding parts. 25 years ago they were all over the place. now the newest of these engines is 376 years old and parts supplies are drying up.

I sent in the IP I bought rebuilt and later I also sent them a core that I had sitting in my shop. Rebuilding the injectors isn't hard but you need shims, good springs and new injector nozzles. I have yet to find a source for the correct nozzles, though.
Well, you guys were on to something with the ATF in the fuel filter trick. I'm happy to report that the stalling issue has gone away!
I decided to change the fuel filter since it did not look good. the truck has mostly been sitting up for a few years. I filled a new filter with 50/50 ATF and Howe's, ran her for a minute or two and let it sit about half a day. I actuated the shutoff and cold advance solenoids a few dozen times as well. I decided to drain the tanks by pulling out the fuel through the bleed port on the filter housing. I'm running off the rear tank with fresh fuel until I drop the front one and clean it.
