I just rebuilt my E4OD and installed the superior shift kit. When driven, the OD does not engage and throws 628. I did replace the TC with a new one and I checked the solenoid pack which came back within normal limits. Also, not sure if relevant, but it shifts hard up into all gears and is delayed shifting into 3rd (I did clear the KAM though). Did I buy a lemon TC or did I mess something up during the rebuild?
Shifting into gear is different than a converter locking up. With a high stall converter and a lock up, it can feel as if there is another shift.
To lazy to search for that code number. Might help us lazy persons to put a description to the code.
I guess my hard shifting comment was a bit of a red herring. I dont feel the TC engage at all. With the line pressure being normal and the solenoid pack checking out as ok, I’m curious if there are any other explanations aside from the new TC being a lemon.

Your post is very confusing. You say it isn't shifting into overdrive, but you talk about the converter not locking. Which is it? Shifting into overdrive and converter lock are two separate items.

Sorry, I am new to transmission stuff. My understanding on how the torque converter actually functions is a bit weak. It seems that the TC wasn’t engaging. As for OD, I think it is functioning properly?
UPDATE: I dropped the tranny and replaced the TC with another new one. The 628 code (excessive TC slippage) has not popped up again. However a new quirk has presented itself. At 85 mph exactly, the truck jumps from ~3k rpm to 4K+ and it feels like something disengaged. I was able to reproduce it consistently every time it hit 85. Thoughts?
