Question Won't start after glow plug delay

At least not right away. My 2003 F250 has been sitting for a while. I would go out and start it usually once a week. This has been going on for almost two months. I've been busy and it needs the AC compressor replaced. Anyhow, long story short a couple weeks ago I could not get it to start. It would spin and sounded like it was trying but just wouldn't start up. I messed with it a bit, grabbed my OBD2 scanner, plugged it in and sure enough the damned thing cranked. Ever since then though it does the same thing. I have figured out that if I let it sit 10-20 seconds after the glow plug delay light goes off it will start, but not before.
My first thoughts are:
  1. Bad glow plugs or relay somewhere
  2. Fuel pump not getting the pressure high enough right away (could be pump or pressure regulator?)
Either way I thought I would post here and see if anyone has dealt with this before.

No codes from ForScan?

When it hasn't started yet, what are your cranking rpms?

How about ICP sensor volts when it has been cranking, but not yet started?

When it first happened there were no codes thrown so I was confused. I went to get the details you asked for and FORScan Lite finally popped with an ICP Sensor Too High and ICP Circuit Range/Performance codes. How hard is this to get to and replace?

I think I'd pull the power feed for the Glow Plug module and try it. Sounds like it might be a voltage issue.

So if it starts with the power pulled from the GPCM then the ICP is probably fine?

Try it - since you didn't post the ICP sensor volts or cranking rpms as requested.

I'll get the other information. Right now I only have FORScan lite on my phone. I'm trying to get a laptop setup with full blown FORScan on it, but I'm having difficulty with getting it to install under WINE on Linux.

Cranking RPMS hit a high of just over 3k. ICP sensor voltage ranged from 3.86-3.88V throughout the key on and cranking positions.

You might want to step back and evaluate.

That appears to be 290 rpm cranking from picture. Even that seems unreasonably high.

Also - how can you get over 3000 psi just cranking? CLEARLY the PCM doesn't want pressure that high.

You are correct, that's 290 rpm. So it maxed cranking rpm at just over 300.
Either way, obviously there's a problem. That's why I'm here. Trying to figure out if it's the ICP sensor that needs replaced or not.
Here's a screenshot of it while idling. The pressure reading has dropped, but the voltage is still high so I think it's ignoring the sensor and running on a preprogrammed map.

There are only 2 "practical" ways that I know of to get an unusually high ICP pressure (sensor voltage output):
  • There is an electrical short some where that is feeding higher than desired voltage back to the PCM (this includes an ICP sensor malfunction)
  • The IPR valve is stuck closed.
EDIT - I guess there is a 3rd - the PCM is "wonking out".
