You have been given a couple of directions to explore. We aren't able to identify the specific issue unless we get lucky with a guess. You, on the other hand can do some testing and inspection.

UNFORTUNATELY, your ICP sensor is kind of a pain because it's behind the turbo on the HPOP with your IPR. FORTUNATELY, that is where you're headed anyway, so...
If I were you, I'd pull the necessary crap out of the way to get to the IPR & ICP. First, disconnect the ICP sensor and see what the above PIDs read KOEO (ICP, ICPDes, and ICPv should all be 0). If they are, try to start the truck. If it starts, i'd replace the ICP sensor and pigtail. If it DOESN'T start or the above values AREN'T 0, you might have to change the ICP pigtail anyway to get there first. However, I would also pull & inspect the IPR (you're gonna need a special socket). Suspecting a short in the ICP sensor or pigtail like @bismic mentioned earlier (03 & 04's are known for this).
Another thread as a good reminder to have a known good IPR on hand for troubleshooting...
Well, I'm going with option one...Electrical short...Squirrels is my guess... I swear I've been driving it every week or two... They chewed up the wire loom and some of the sheathing around the power wire. Then I noticed one of the little ****s made their way back here. This is where the harness branches off to the ICP sensor...
Anyone know what harness that is and possibly what the part number is? I have a friend that works for a Ford service center. He might be able to get me the harness so I can just replace the whole thing and not worry about any other possible breaks in the wires.

When the bottom is that black, there's often oil or soot in the coolant. Sign of possible blown oil/EGR cooler or head gaskets/rings.. even if not, I'd clean it up or replace it just to be able to tell if your coolant is getting dirty.
You can't get it completely clean, but it's easy to take off, then rinse with a degreaser.
