Update, the stub shaft was in the middle position and front driveshaft would not turn. I rotated the stub shaft CCW and she was locked up,I figure this is 4wd low. Rotated stub shaft fully CW (2 notches) and now the front driveshaft rotates freely.
@xpsteve Seeing as how all the connectors that would have been sealed against the elements if they had been plugged into a tcase shift motor have been exposed to the elements for awhile, I recommend giving them a good spray of contact cleaner. DeOxit is the cleaner of choice on here.
Heres a shot I took of mine, may help give a clearer picture. Keep the 9/16 wrench with you for shifting if needed until you get your shift motor assy. Just a thought on your noise. Inside the front hub is a needle bearing that supports the outer axle shaft, and also shares the weight of the inner shaft with the carrier bearing. When these wear out, you will get a rumble stirp kind of noise from the front end that comes and goes at highway speed. If this is worn more drastically, it could be contributing to your front end noise issues.
Well. got a new servo motor on the transfers case and now I can switch the case into and out of gear with the electronic switch on the dash. Put a new hub locking solenoid on but it does not send vacuum down to the hubs. What fuse runs this solenoid?

No fuse for the PVH per se. Perform poinpoint test G in the attached document. Also check to see your auto locking hubs are not stuck and that you have no vacuum leaks.
