Don't know what it would be, or why it was used.
I use JB Weld often, once cured I've never seen it soften to where one can scrape with a fingernail. JB Weld takes a 24 hrs for a good cure, even 12 for the quick version, neither being quick enough for a carb overhauling "line" I think, plus it settles nice and level as it cures.
