Using a 7805 is is dead simple. Connect the positive terminal from the old IVR to pin 1, connect pin 2 to ground and you'll have 5 volts on pin 3. Actually you do need to add a couple of capacitors to prevent oscillation and provide a more stable voltage. Plus a bit of heat sink wouldn't hurt.
