Interest to see what you find out. Mine started doing the same thing after the dealer completed the tailgate wiring recall last year. I discovered it when I picked the truck up. I watched the tech replace the button on the tailgate which didn’t fix it. They offered to diagnose and fix it on their dime. I left it for another day and still couldn’t find the problem. I never did take it back.
Not exactly the same problem but my 2022 with the auto tailgate lock would unlock but it wouldn't open.
I took the tailgate panel off and found that the lock actuator had bent and the lock wouldn't fully function. I bent the rod into the configuration I thought looked ok and it worked.
Secondly I unplugged the solenoid from the lock so now it's only manual. No PU bed cover so the auto lock is not important. Sealed the wires so it won't get corroded.
I had a similar thing on my 22 as well. i could hear the actuator going but it was like the gate was jambed shut. I had just had it open not even an hour before.
Took the panel off and found a lot of slack and play in the rods from the actuator. Took the slack out of them with the adjustment at the actuator and all was well again and so far since.
