Working on a buddies truck and 4c4 is not engaging. I have swapped out the switch, the servo motor, and relays with ones off another truck, known to work. Also when the old parts were put on the donor truck they worked. I pulled the relays and used jumper wires to engage and disengage 4 high and 4 low. So I think it’s the 4 wheel drive control module but I can’t find it to swap it out.
I have the ford service manual for my 2002. And the control module isn’t in the same place on this 2000. I have a ‘99 I can pull the module out of if I can find it??
Is the 4x4 light on the instrument cluster coming on?
Do you have manual or auto locking hubs? If you have auto locking hubs you can turn them to locked manually to see if it works. If so you are not getting proper vacuum to lock the hubs. You can Jack the front end up, lock the hub and spin the tire to see if the axel is turning to see if the hubs are locking properly.

Manual hubs, the light isn't coming on on the dash and the switch isn't engaging the servo on the transfer case. If I pull the relays and use jumper wires across the normally open contacts it will engage.
I think we have it narrowed down to the GEM module, I have a donor truck we are going to pull the GEM out of to see if that fixes the problem. its a '99 and this one is a 2000 so hopefully it is interchangeable. we ran out of time today because we were installing a trolley hoist in my buddies shop, so It will have to wait until I get home next weekend to dig deeper.
Does anyone know if there is anywhere to get a new GEM if that ends up being what it is?
I don't think new GEM's are available, but you might be able to find some remanufactured ones. I think there are also some ECU rebuilder companies that specialize in renewing the GEM's.
Does it have a ZF6 transmission? I have had issues with 4x4 when my clutch switch was not working right (you have to have it pushed in), your brake switch also needs to work right for it to go into 4x4 low I do believe as you need to have the clutch and the brake pushed in and in Neutral.

I believe this is only required when going to and from 4x4 LOW. The snips are from the owners manual of a 2000 F-250.
As for the GEM, they are no longer available new and some dealers will not reprogram them to the options that were included on the vehicle when it rolled off the factory floor. If you are lucky, you will find a used one that "works" and has the exact same series/part number as the one you are looking to replace. If that is what it comes down to.

I know for a fact that I do not have to push the clutch in to go from 2WD to 4WD high. I do this every time I drive the truck out of the back of our property where it is parked until it is needed. I get rolling and coast down the grassy/dirt hill and shift into 4WD high and then ascend the other side of the gulley which is also grass and dirt covered in 4WD high. If there is any slippage at all, I will stop and roll back down to the level middle of the gulley and switch into 4WD low. In which case, the brake and clutch are both pushed in.
Based on my interpretation of the owners manual and how to switch into 4WD high, it is meant to be activated in motion. Hence the portion about being stationary and "start the vehicle moving" if 4WD high does not engage. Again, 4WD low is a different story and I agree with you about how to go into or out of 4WD low.
Update. we pinpoint tested and everything points to the GEM. I drive over the road and haven't been home to work on it. Napa shows a body control module for this truck and i think it's the same as the GEM. I have to get the GEM out to check the numbers and order one. Hopefully I can get to it when i get home next week.
Also It's going up for sale as soon as I get it fixed if anyone is interested.
