it doesn't just default to 2300 even if disconnected it still would gradually increase based on ipr%. I find looking at icp voltage works for ruling out sensor. Could have ipr issue and duty cycle will climb like it's working even though the valve isn't opening. Same with icp.
I tried a new iPhone and no change. it gradually climbs to 2300. Its like a fuel issue or injectors not turning on for some reason.

Try disconnecting the ipr and see if ur readings still look the same u might be seeing default values also monitor voltage while cranking on the earlier models if voltage falls below 10.5 volts while cranking injectors will not fire. Check your voltage reference on one of the easier sensors to get to make sure the pcm is sending it's 5 volts to sensor, they probably are since u don't have any relevant codes to this issue but it doesn't hurt. I'm leaning towards oil issue. I find it hard to believe that u would loose fuel pressure only to the rails let alone both at the same time and you have already confirmed cam sensors is functioning. Disconnect your 42 pin connector and make sure u don't have any bent pins inspect the connectors for anything you have touched u swapped pcm and idm check both those connectors Ive seen countless times where pins have been bent being reinstalled.
