Early '99 info needed

looking for some information if anyone here has seen it. Just installed a reman Ford 7.3 complete. We have what we think is extended cranking times. When sitting overnight outside 50 degrees, ICP pressure is '0' on data. Engine takes 20 seconds to fire. After fired up, doing a shutdown, let sit for 10 minutes, go thru WTS light, ICP pressure is '10 psi' then crank, it takes 5 seconds for engine to fire up. Unhooking ICP does not change this startup time. (lopes hard, hits 2200 psi). Engine fires up at 500 psi on ICP PID. Camshaft Position Sensor is functioning, Start cranking, ICP % goes to 38% and higher. HPOP res is within 1/2" of top. When engine starts, there is no heavy puffs of smoke, normal light smoke only. Glow plug amperage is at 70 amps per side when first cycling. Hits on all 8 cylinders. No codes. Have great cranking RPM(over 190 rpm). Pulled fuel pressure regulator at the fuel bowl, checked o-ring. Not broken or cracked. Looking at different areas, I have come up with some questions and nothing to compare my findings to. Help me if you can,
#1- After cycling the WTS light goes out, how long of cranking time does it take your diesel to fire up cold?
#2- Does your ICP drop off to 10PSI in less than 5 minutes after shutdown.
#3- When WTS/GPR cycling, should the fuel pressure in the cylinder heads rise with main low pressure fuel pump to 45-60 PSI?
#4- should fuel pressure remain on ICP like 45-60 PSI with KOEO?

My E99 performs very well with over 200k miles, but starting up is not the strongest point.
It takes several turns to fire up no matter cold or hot.
I assume it is normal, but frankly have no comparison, while my diesel Mercedes fires on first cylinder.
