If your interested in removing this stuff, there are a couple of options. of course, this assumes you are tearing down your truck for refurbishment.
You can sandblast through the grill to remove this stuff, but I would suggest removing the interior vents, vacuum the lower cowl area out and unclog the small openings located in front of the cab mounts. This will alllow the sand to flow out of the bottom.
The other is to use chemical cleaners to remove the coating and the paint. I still suggest cleaning out the lower cowl as before so the cleaners can drain out.
Since I do not know exactly what it is you are removing, I cannot recommend anything specific. Unless it really bothers you, it shouldn't hurt anything to leave it.

I think my gallery is hidden by the admin (guess I upset the guys in the bodywork area). However, if it were not hidden, you could see my cab on a box in my garage. The frame is in the side yard ready to go to the blaster, the engine is at the machine shop, and the rest of the bodywork is in a storeroom so my wife can get through the garage....
I think I'm knee deep in a restoration, but it's happened kinda quickly

Bob, I got mine as clean as I could with soap and water and blew it out with compressed air and a long nozzle (3/16's steel brake tubing) Once all the loose stuff was out I painted all I could reach with POR-15. (any paint of that "type" will do; Zerorust, Rust bullet, Corroless,etc) I couldn't get it as smooth as I wanted, but after it gets painted I'll go back and spray some smooth undercoating (Marhide maybe) in it to cover up the overspray and make it look better if anybody happens to look down into the grille.
