I have a 95 regular cab dually, 5-speed, 4.10 gear, 207k miles...have had the truck about 15 years or so...ran/pulled great the first 5 years we had it, developed a oil leak atad theaybe turbo pedestal, which my dad replaced...been weak every since...always thought it was low/no boost...just installed a boost gauge and verified my assumption...will push about 8 pds in 3rd-4th gear if you run it up to 3-3.2k before shifting...normal driving 5th gear 55-60 it shows 1-2 pds of boost, maybe 3 if you hit a hill and try to maintain...my dad rechecked the spring tension on the pedestal/turbo? several times and it was on what the service manual recommended. Any ideas as to the issue?
Make sure the O ring on the spider to turbo is present, very common for it to fall and and not even know about it.
sounds like this. Check the 2 boots coming off the Y pipe too. If they’re the original orange ones replace them with Riffraffs. Probably have leaking up pipes too. Most do

O-ring on the spider? That the turbo pedestal? Sorry, I'm a gas engine guy by trade...yes, the boots are the original orange ones...it also sounds to have a small exhaust leak somewhere. I'm wanting to do some mods to it, but have to get the liw boost issue resolved first.

Right there where the turbo meets that black pipe that goes into the intake on both sides there’s an o ring between the turbo and the “ Y pipe”
Probably have leaking uppipes too with that mileage. Plenum sealant can fail. Turbocharger compressor wheel can also be damaged.
Next time you start it cold, do it with the hood open. Light it off and put your hands around the turbocharger collector by the uppipes. You will feel the exhaust loss easily and may see it too if engine is cold enough.
FWIW, I can hit 15psi unloaded at 3500rpm in the dually with stock injectors on a stock tune. All sealed up. Stock TP38 turbine wheel, billet comp wheel, 1.0 turbine housing.
Definitely start with that plenum oring as mentioned and I recommend the intake boot with plenum boots Riffraff sells as a kit.
