Sorry, I don't know the ins and outs of the designs. I just know I had to replace mine. At least it was cheap and easy. Problem I had was similar to yours I guess. Sometimes I'd have to turn the key multiple times until it clicked and started. I 'assumed' the starter was bad and swapped it, only to find the same issue remained. Realized the fender mounted solenoid existed (while tracking cables looking for corrosion/damage), and swapping that fixed it. Several years later no issues since. I know a lot of folks wring their hands when people shotgun rather than troubleshoot and I understand that, but I really don't regret swapping the starter. At least I don't have to worry about that going out on me for years.

Just remember what wires go where when you take off the old one.

Is the 2nd solenoid actually used for the starter? In dual battery setups solenoids can be used as a battery isolator. One thing that many forget about the battery connection to the solenoid, the stud and nut are large, NOT for the sake of torque, but for contact patch continuity. What happens when we overtorque the nuts on solenoids is the internal copper tabs will break or bend. The symptoms are the broken ones will have intermittent/weak contact while the bent ones, in my experience will cause the starter motor to run on. Your situation may be different but this is a situation I've seen across Ford, Chevy and Jeep
