I'm working my way through the No Start Flow Chart with one of my trucks (2000 Ex) and in regards to " Does Tachometer move while cranking" , does that mean there will be no movement at all of the tach? Because mine has the tiniest flicker, just barely noticeable at all. I tried comparing to my other Ex but it just immediately fires up. I'm just not sure if a bad CPS would mean absolutely no movement of the tach...
On your year truck (just like my 2000) there should be a slight movement of the ROM gauge as the starter is cranking the engine. I think it is only like 200 RPM or something, but it us there.

No RPM gauge movement is a good indication of CPS or circuit failure. Without a scan tool that is your best bet right now. If you have another 7.3L you could try swapping the known good CPS in, but also pay close attention to the wire condition.
