Rivnuts are a lot more elegant than self tappers for sure, so is drilling and tapping the frame actually. 
I think for your application two rivnuts into the frame then maybe sleeve spacers between the filter mount and rivnuts/frame to make it sit how you want it and to give plenty of room for a filter wrench to work.
