You are correct. I was speaking more towards food delivery, Amazon, and grocery stores.
As of 2pm Monday, Virginia is under a "Stay at Home" order. Though upon reading it, it appears to be more of a "use social distancing" order. Only the not adhering by social distancing guidelines is a misdemeanor(well, as well as stuff that doesn't apply to me, like colleges/beaches/etc closing), and it sounds like there's no penalty for leaving your house for non essential stuff(like going to a buddy's house). We all at work agree that more of a stay at home order by name, unlike Maryland and a couple other states, which is a true "Stay at home" order.
The stay at home order is pretty liberal and allows anyone to go to the grocer, pharmacy, etc as needed. It has closed all barber shops, hair salons, beaches, etc. As a result of the reduced foot traffic, many small businesses are closed or closing leaving the larger box stores to enjoy the spoils of war.
Anything automotive related is still open for now and restaurants that can survive on curbside service or take out only are still operating. Two of the Asian restaurants on my route are still open but their dining rooms are a ghost town.

The key to all the plans is to have widespread and unrestricted rapid testing available before letting up on the isolation. I'm not happy with how we're doing on that front.

WOW!!
I'm white, my SIL is white. The issue is, white people aren't applying for the job because they think they are above labor intensive work like this. Veterans still get preference but few vets are applying now as well. The reason? The word is out about the horrid / toxic work environment, the poor quality of life that a new hire will experience and the length of time it takes to be converted from a CCA / PSE to a full time regular carrier or clerk.
I am a trainer in my city and I hear everyone's stories. The hiring trend in my area for the last several years has been women in their 30's with kids and deadbeat husbands if one is still there. These hard working ladies for the most part are coming from a retail environment such as Walmart, Lowes, etc where they've worked hard for little money. They immediately see the USPS as a better answer to their financial issues even if life sucks for a while. These women are mature and goal oriented and they can see the prize that comes with hard work and patience. Many do get frustrated with 60 hours a week in an environment that judges and disciplines them harshly so sometimes they walk away. The turn over is high with new hires.

I have to agree with GABAR, REALLY? I have had several carriers that have been white, one was ex-military. The last 2 quit and went to the oilfields in West Texas. Several have been white women, some Hispanic men a couple have been black males. I retired out of the Army, just never applied, I made a good living twisting wrenches.

I worked for the us mail during college as a summer job. One of the best jobs I ever had. I worked 72 hours a week and made 1.5 x past 40. I had to take the civil service exam to get the job.
Several vets were working there as well. This was in 1972.

Now our pay structure is very different. 1.5x over eight hours and 2x over ten hours and over 60 hours. Sunday work is 1.25x and they pay night diff after 6pm. 10 paid holidays, TSP, FSA for medical stuff, etc.

I wasn't being a d bag, I was being serious. He is miserable at his current job and loves being outside and walking.
If your father in law has been in retail management since 1999 and he’s miserable, then he should look at himself in the mirror and ask why has he been doing something that he doesn’t like for two decades. Surely he hasn’t been waiting on a call from the USPS.
There are plenty of job outside of the USPS that involves being outside walking.

The pay is good I guess but if work doesn't make you happy anymore it doesn't hurt to want to try something new. You don't have to be a d*** to me or my father in law when you don't know either of us. Stay healthy.
