My understanding is that depending on where you live, a high GVWR may result in high registration and/or insurance fees, and could even force you to get a commercial license. The GVWR reduction is the same truck but the numbers are artificially reduced.
Your payload is less. Your truck is tagged and registered for less gvwr.
Towing not a huge issue but if its a delivery truck you could be over weight if you plan to haul a lot of weight. Benefit is no commercial motor vehicle regs and possibly cheaper and easier to register and insure in some areas.

When I bought a new Lamar 16K GVWR dump trailer, I had them create the paperwork with GVWR of 13.5K to keep me at 26K CGVWR (current truck is 12.5 GVWR).
Thinking of replacing current 12.5 GVWR Ford and would probably downrate the new 14K SD to 12.5 to keep me at 26K total if possible.
Can this be done to any new truck (and to any arbitrary GVWR) that is special ordered?...
There are downgrade options available for the F250, F350 SRW, and the F350 DRW, but I don’t believe they are “arbitrary”:
Regardless of the factory spec, you may have some leeway within your state. For example, I “chose” an 11,000 lbs. registration limit for our F350. My understanding is the NC state fine for exceeding the registration weight is not insignificant.
Whats funny is the 2020 F250 hctp cant be down rated to 10,000; kinda defeats the purpose of that truck. But you can get the f350 srw downrate to 10,000; basically the same truck as the 250 hctp.

I think the 2020 longbed 4x4 crew cab 6.7 f350 srw with all terrain tires comes with 12,400 gvwr and can be downgraded to 11,400. I think all 2020 4x4 6.7 f350s SRW can be downgraded to 11,400 if you want to play it safe. Its the California cut off so not a common option unless you live there, as of 2020 you cant rerate the 350 drw to 11,400 (which sucks).

What does this mean?
It means that the truck is built exactly the same except the manufacturer's capacity stickers' values are lowered to show 10,000 GVWR and a corresponding reduced cargo carrying capacity.... merely a documentation change for legal purposes. And for legal purposes you should also abide by the reduced numbers on the documentation or you are legally considered to be overloaded. As mentioned, trailers can also be ordered with reduced GVWR such that when paired with the tow vehicle's GVWR, the GVWRs add up to a total number less than 26000 lbs such that a CDL is not needed.
