Apparently I don't have the fancy adjuster the 99+ have. Everything I search for just comes up with "turn the adjuster under the dash".
Bolts on shifter bracket are tight.

the adjuster should be right on the cable, close to the 2 bolts for shifter bracket. My E99 has the adjuster there, I imagine you would have seen it when looking in there tho.
Does the black **** on the left, the zip tie goes over it, turn?
Nope, looks a lot like a ranger/explorer cable ATP Y-1309 but I doubt it would fit in that bracket if it wasn't stock. The videos I've found for adjusting them have the wheel too...

I don't remember exactly where mine is but it's around the column there somewhere and it wasn't hard to find. I did not have to pull the cluster to get at it.
I think I'm looking in the wrong spot, Back under the dash I go.
Edit:
My car alarm box and wiring were resting on top of it so I couldn't see it. I was looking at the wrong shift cable that a youtube guide said to follow.
