C-6 experts

I have a question for the transmission guys.
74 F-250 390 motor c-6 transmission 2wd
Rebuilt motor and transmission. I think I have an issue with the transmission. I have taken it back to the rebuilder but he says there is no problem and all is working correctly.
The issue: when slowing down from speed in third gear, what is the correct speed the transmission should down shift into 2nd gear? I am not in the throttle just slowing down like doing a "Cal stop" rolling through a stop sign and then back into a little bit of throttle, not engaging the kick down lever. This transmission the speed is about 5 to 8 miles per hour. Is this correct? If not what should it be and how do I correct it? I kind of think the governor needs work but I am not sure. It will drop down to second gear if I move the shift lever.
I hope I am describing the problem correctly and someone can provide some guidance.
