I recently took my 2013 in for an unrelated issue and they automatically updated the PCM EL3A-12A650-AAB software to per this link:

19S19 service campaign/recall

The way I read this is: If your vehicle was updated with earlier PCM software per 19S07, that it was an incomplete rev of software, and that the downshift problem may still exist. Mine fell into this category. If your vehicle was NOT updated with 19S07, then you do not need the 19S19 software. You will get an UPDATED/FIXED version of the 19S07 software shortly.

Anyone else read this the same way?

apparently it is the software that was changed for the 5.0 and 6.2 motors ONLY .

Ford is issuing a safety recall on select 2013 Ford F-150 vehicles equipped with 5.0-liter and 6.2-liter gasoline engines that had the powertrain control module software reprogrammed as part of recall 19S07. The powertrain control module software used to service these vehicles in accordance with recall 19S07 was incomplete. It did not have the updates necessary to prevent a potential unintended downshift into first gear or the updates necessary
