86 6.9 turns over by the solenoid but not by ignition switch. Glow plug indicator light comes on but not cycling..

welcome to FTE.
manual trans, or automatic?
do you feel resistance and does the key pop back to run on it's own when turned to start?

It is a manual transmission. There is resistance and yes it does return to start once an attempt has been made to turn it over

ok. resistance and return to run means the ignition actuator is probably good. this would then point to the clutch interrupter switch on the clutch pedal assembly being bad.

You can test the clutch safety switch by unplugging it and sticking a fuse in the connector. That's how I have mine set up for clutchless starts. Nobody drives it but me so I don't see it as a safety issue

There is nothing plugged into my clutch assembly. Looks like the previous owner cut it.

are there two wires hanging there that are not connected to anything?
they may be the wires that should be connected to the switch.

clean electrical connections are just as important for newer vehicles too since everything on them is electrically controlled.
