1996 powerstroke won't start

1996 powerstroke won't start
It happened once 3 days ago and then again thismorning. I went to start my 1996 powerstroke and nothing happened, I mean nothing. The wait to start light came on, a few seconds later it went out I pressed the clutch in and turned the key and nothing. It acted as though I had not even pressed in on the clutch. I tested the batteries and they were both good. I finally got it to start when I turned the key all the way, then pressed the clutch all the way to the floor, hard. It took 3 times of doing this. Each time I could hear and feel it trying to activate the starter but on the third time it finally did and it started right up. Do I have a activator switch on my clutch going out? Any Ideas? Thanks in advance....
