It's not a scanner It's a software - Winders, Android - that uses a BT or wifi OBD-II adapter; I use the one for Torque Pro. It does everything AE does including buzz and CC tests Unlike AE it's free.
I forget the website but I believe it's forscan.org. Search for it. You do not need the paid license version, that's for those changing the security features, I think for the Excursions.

OBDII tools link in my signature. A "cheap" OBDII adapter can sometimes not work at all on our somewhat exclusive protocol. Using some of the money you saved by not having to buy an expensive software, I'd suggest spending a little time and money seeking out a superior quality OBDII adapter. I went Bluetooth for my Windows and Android devices with the OBDLink MX.
Is there a real advantage to going bluetooth over WIFI? I got a WIFI adapter because I have iProducts there but it connects fine with my laptop as well.
I only use BT because I already had the OBDLink MX for Torque Pro to connect with my phone if I want the extra gauge info while driving. When I realized my old Win7 laptop from AE had built-in BT, then it was a no brainer to use Forscan via BT for me. WiFi might have a longer range, but BT works great. The laptop can sit on the workbench while the truck runs outside, about 20' feet away. Rich probably knows better, which has better bandwidth, but I don't think that comes into play. Although using BT frees up the WiFi for internet connectivity so you can post to the forum while working on your truck as well.

I was waiting for that one person with this response so it’s not very witty...Seen a lot of different things and downloads for different devices don’t know what the differences are or if I get a cable for windows etc...additionally I’ve never used the magnifying glass here...
