Those values don't seem correct at all to me. The IPR at 45 mph guessing 2000 rpm in the 35-45% IPR and guessing 1800-2200 ICP values.
My truck I don't watch my ICP value often but with 38" tires my RPM @ 70 MPH is 1600 RPM's and engine lumbers along slower then most for sure. Plus I'm tuned so highest I see in PSI is 2150 ICP. But you should be much higher than posted.
A aftermarket IPR or ICP is a crapshoot and can be all over the map for darn sure. I didn't look at if you posted idle values in thread. But what you see at 45MPH is normal for a idle.
at idle the IPR is around 15-17 and the ICP is around 600

Not right at all. Book is 22% at idle, and roughly 30-36% at 45mph (approximately 30% at 35mph, 36% at 55mph). You need to pull the valve and inspect, it's trying to stay all the way open but is holding back enough pressure. It's sticking somehow is my guess, or there's a restriction on the screen or in the body that's not letting enough oil volume shunt out.

It could, the numbers are pointing towards a valve problem IMO.
OK so I’m cruising and 50 mph and my IPR is at 22.6 and ICP 978. Since my truck sat for about three months is it possible that the injectors are dirty or sticky Or is it still an issue because of the valve not be in OEM
