Cold throttle behavior funny

I have an only when cold quirk with my 2001 EX I have owned just over a year and put about 12k miles on it... more than enough to be familiar with its behavior.
Its just now getting cool in the south east overnight in the mid 40's.
Truck cranks in under 1.5 seconds even down to the 20's overnight. Idle speed is rock steady, no romp romp and no smoke. The ebpv works and high idle works fine canceling when the brake is applied to place in gear. The ebpv will open up just fine after a few minutes of idle.

The cold quirkiness is the throttle tip in from idle speed is non linear and surgey or laggy feeling.... but it does not oscillate up/down in any cycle. Tip the throttle in to say 5% from a stop and it may feel like it got tipped to 15% briefly then pull back down to what you would expect from that much throttle input, or it may give you what you would expect from say 3% throttle input then pull up to 5% in a second or two.
Its only mildly annoying through stop and go traffic. It never stalls, stumbles, nor drop below idle speed and always has plenty power if you give it more throttle.
A bump in the road such as rail road or un even pavement at an intersectoin can seem to instantly cause it also.
If you get straight on the hwy and are running more than say 7%-10% throttle you would never notice and dont until you come to more stop/go, It gets better at not doing this at operating temp but will still be behaving this way 30 minutes or more after startup. Torque app shows the throttle input steady and not fluctuating when this is occuring, dont think its the throttle sensor.
Last spring I rebuilt the fuel bowl and it was about the same time the overnight temps were coming up so it hasn't been an issue even once for the past 7 or 8 months.
I have a new dark gray cps coming in the mail, truck has a light gray and i had no spare to keep in vehicle so i went ahead and ordered one for that reason but still thought i'd reach out about the loss of finesse in slow speed driving.
Hope that wasn't too long winded just everything i was searching was bringing threads with idle romps stalling and lack of power nothing subtle.

EDIT i forgot to include cold buzz test sounds good with no weak injectors.

These trucks run a different tune at cold temperatures, to protect the engine. There is a "threshold" point between the two tunes where things get iffy for just a few seconds - on my truck it's right at 100 degrees F Engine Oil Temperature. Any time I feel or hear an odd behavior, I look at my running OBDII gauges, and sure enough... there's that century mark on the EOT.

Thanks for your thoughts on that, the oil and trans temps were already up to the range of 160/130 and it was still behaving strangely.
I got the new cps in but its been warm since, I'll have another chance monday if the weather forecast is correct it should be right at freezing overnight.
I'd kind of wondered if the icp internals were being sticky but it has no problem with oil at 70 degrees cold start in the summer.
Beginning to lean towards it might be pulling in a bit of air in the fuel supply b/t the tank and pump while the hoses are cold.

By the way question about the supply and return hoses above the tank, is the orings or sleeves replaceable by themselves or just the dual hose assembly?

Mine has a slight roughness for less than a minute during warmup, does it every time. I never looked at the temp but I always assumed it was something in the stock programming changing, like Rich said, or the EBPV opening. It happens a few minutes into the first drive cycle of the day.
