Automatic Shifting Problems After Neutral Switch Replacement

The cable goes into a solid rod at the end of the casing where it goes into the boot. The kickdown lever is spring loaded and should return to its normal position on its own so that's why its going back on its own. I am pretty sure this is a C6 transmission. A way to check if the modulator valve is bad is to remove it and see if there is ATF inside the modulator. Some might come out of the trans but none should be in the modulator.

I did exactly that. I turned the bolt all the way back (towards tailgate) and no change, and tried w the bolt forward (towards engine) and no change but when I went to look at it again, the bolt was turned towards the rear again. Whoch was kinda weird, but I figured it was setting inself to standard position.
Any possibility of the torque converter? The transmission shop is asking $1500~2200 to investigate and repair.
