My horn isn't horning. I rebuilt the horn ring which my truck had none. All new parts from DC including new spring.
With the wheel off, I can touch the also new brush (small contact with spring) to ground and the horns blow. Put it all together and nothing. How is the brush supposed to make contact with the horn ring in order to make the short? I don't see it. What am I missing? Does it matter how the brush is orientated? I have the lighter end of it facing down. It felt springier in that position. The action of the horn ring itself seems a little flimsy but I've nothing to compare it to.

I see the horn brush insulator in the wheel at 7 o'clock, but I don't see the horn brush (C2OZ-13A821-A) that fits into it.
With a horn ring, there's a rubber horn blowing pad (C0DZ-13A813-A) that's located inside the ring, visible once the nylon insulator and its mounting plate are removed.
Okay. I need to post a pic with the wheel off. The brush rests in a plastic sleeve which the contact wire connects to. if I adjust the orientation so the brush matches where this insulator hole is as you pointed out, then the wheel would be upside down? What am i missing? Also the rubber pad is in place. All the parts are within the horn ring assembly are there.
Okay. It looks like this. The shaft there on the upper right. Doesn't the brush go in there?
A brush goes in the sleeve at the upper right, as you say. There is also a second brush that goes in the sleeve in the steering wheel, under the horn ring.
The second ring contacts the outer edge of the plate you have, mounted under the retainer.
The shop manual page appears to be from an earlier truck, and is not the correct illustration for your rig.
Sounds like you have everything correct, but are missing the second brush.
might be that second brush. also, make sure your steering wheel is tightened down enough. mine was tight, but didn't go down far enough for the brush to contact. i could tell because my horn would only help if i jammed down on the steering wheel first, then hit the ring.
