Regarding ordering time frames this late in the year, I believe the Factory is moving at a good pace, my order went in on May 4 and I was told today, this Friday the truck will be at the Dealership (CA). Plus my truck wad delayed a week due to the a part loss after a fire destroyed the part plant.
Regarding Incentives, call Ford, talk to Marketing Division, they can tell you what Incentives are current base on your order, yes the Incentives are based on the day you take possession, but the Dealer can lock it in, it just takes a willingness to do it and a little extra time. If you call Ford enough and ask lots of questions, giving your contact info, you could end up with a Personal Certificate ($1000.), That's how I got mine, it was before ordering the truck, it was carrot thrown by them.
