I made up this tool at work. I leveled my frame and can scribe all the holes the same distance. I can put a level on it and keep them straight too!

Don't move the axle forward for this application. You will be moving it right back. With 35"s. Just leave it alone.

I measured everything based on a 30" tire. And then come to find out the 4" lift moves the axle forward also. I have it sorted now. Should be faster second time around since all the rust is gone and all brackets are painted.
