Cool Ignition problem

I'm having intermittent issues with ignition on my 77 F250 with a 351M, I have replaced the ignition coil, the rotor and the distributor cap. I haven't replaced the ignition coil resistor or the ignition module. Before I go any further I thought I would seek some advice. Like I said at the beginning the problem is intermittent, doesn't seem to matter if the engine is warm or cold, what ends up happening is that the starter will turn over and over with out the engine picking up then as I let off the key and allow it to go from the start position to the run position the engine will pick up. Again this is not always the issue but it seems to be true more often than not. Any advice would greatly be appreciated.

and because I know vacuum issues can cause trouble too, I also have this problem going on. the PO rebuilt the carburetor and didn't hook everything back up correctly, if anyone knows where the two hoses pictured with the wood screws in them go I would greatly appreciate it.

Classic symptoms of a bad pickup coil inside the distributor.
