After running highway speed then stopping, the EBP valve is partially closing as you accelerate back up to speed. You can hear it in the sound of the motor, and you can see it on EGT's, which are rising quickly. This happens briefly then corrects. We unplugged the EBP sensor and the problem continued. Tube is clear.
If I monitor the EBP sensor, what values should I see if it is functioning properly?
The EBP regulator needs a signal to activate the EBPV, it doesn't need anything to hold it open. It sounds like maybe the turbo pedestal needs a rebuild - or the EBPV linkage has an issue.

So if you unplug the EBPV at the base of the pedestal would that eliminate the signal? Narrow down whether or not it's mechanical or electrical?
The EBPV actuator/piston assembly is supposed to be pre-loaded to keep the EBP flapper closed, unless actuated by oil pressure, triggered by the EBPV solenoid.
The arm is attached to a piston and spring in the horizontal cylinder in the base of the pedestal. Oil introduced through ports into this cylinder pushes the piston and rod to open the butterfly valve.
Here are the instructions, detailing the preload and some details.
I just rebuilt mine. If you need some pics, I can take some of the old parts tomorrow after my am appt.
Can that be rebuilt without removing the pedestal?
Depends... Have you ever honed a cylinder through a glowplug hole?
Master that first, then wirh special tooling it would only be "near" impossible, lol.
But seriously, I've done crazy things like that, working deep inside cavities packed tight with wiring and other components, but I think you'd be very likely to fail cleaning and inspection part
