I chased down and solved a brake light issue today and will be dealing with the rust soon. The rust on the rear fenders is surface rust. The tailgate is being replaced with the air gate I had on my black 95 in my gallery. I think I am going to use something like Linex on the bed and get a cross bed tool box and a cover system.
That rust on the fenders is cancer. They rust from the inside out.

That cancer will just eat away at the metal until there is nothing left to eat, no matter what you coat it with. I believe it actually starts between the inner and outer bedside which you cannot see until it's already too late. The only way to truly stop it is too cut out the bad spot(s) and replace it with new sheet metal. Or better yet, replace the entire bedside.
I and the seller thought it was rot too but I was pleasantly surprised to find the inside fenders are solid. Looking for suggestions on what to do with the bed. My first thought was to sand and paint but I'm also thinking about a roll on liner. The truck will be used to haul stuff up to camp and other light duty stuff.

You can sand the rust down to the bare metal and paint it just so it looks better. But the paint will start bubbling again in a year or so. There is rust between the inner and outer bedsides, it may look fine on the inside, and you can make it look good on the outside, but the rust is still hidden where we are unable to see it. It truly is cancer, it just eats away from the inside out.
I've been in your situation before, I got by with just sanding and painting for 4 years with my truck before there was nothing left to paint. So when I had the funds I finally did it right with whole new bedsides.
But overall it's a nice looking truck, congrats on the new ride
