steering sticking

i just picked up a 96 f250 4x4.I was told it had a brand new steering gear put in but when you steer,it sticks and is tight to the right and left.if i turn to the left there is no self return you have to manual steer it back to center and the same if you turn to the right.what is wrong?

The person who worked on it has it adjusted to tight you.If you look at the steering box you will see a little stud with a slot for a screwdriver to go in and a lock-nut Loosen the lock-nut and turn the screw stud to the left.Then with one hand turn the steering shaft back and fourth slightly until you feel a little bit of play like about two sixteenths and tighten lock-nut while holding stud so it doesn't turn and test drive.

Were the ball joints adjusted right ? What about the axle shaft U joints ? If one freezes up it can do the same thing.
