1995 F350 Speedometer/Odometer not working

How could the VSS on the rear end be a possibility if the Odometer does not light up?
He either has no power to the PSOM (fuses 8 or 18 in the dash fuse panel) or D1 has came loose on the PSOM board and that one has happened to one that I worked with.

Update!
Ok, so I started the truck up this morning and lo and behold, the odometer flashed in a typical startup sequence and then stayed on solid after full start up. I then drove the truck and again, lo and behold the speedometer is working as well. This leads me to believe I have an intermittent electrical connection or cold solder joint, etc. somewhere between the fuse block and the PSOM. Thoughts?
