Not sure if the FORScan on a computer/latop can do it or not but DRL is a programmable parameter in the BCM/Body Control Module that can be turned on and off via the OBDII port.
A Ford dealer can do it but might not if you live in Canada. Probably will be a fee charged if they turn them off.
Why do you want to turn them off? Makes it easier for people to see you especially when the sun is in the other drivers eyes. I turn on my lights all the time day or night.
