They were there on my 2015 F150 when I got it, had a Raptor Liner sprayed into it, and one kept spinning and tailgate wouldn't close, then it fell off.
Since you guys have the bejesus scared out of you by these things, I'll be the first to throw mine away the day I get my truck and document progress forward from there. When my truck self destructs and warranty won't cover it because I got rid of a vital structural component, you all are welcome to say "I told you so." If that doesn't happen, the reverse applies...
lol. I don't think they serve much function the way they are implemented. They look like they are supposed to put a little back pressure on a closed tailgate which would have the effect of eliminating rattle. But if that is the engineering goal, that could have accomplished in so many other better ways. IDK. I think I'll just let them continue to cause me to lose sleep until, like an autumn leaf, it falls off and blows away...
When I went to pick up my truck one fell off. Very poorly designed. We walked over to a MY16 F150 and they have the same bumper but instead of a plastic push pin they have some form of threaded screw. I was going to use a brass screw instead of the plastic push pin on mine.
I'm going to do a tonneau, bed rug, and fat tailgate seal...outta lick that problem but good.
i just finished putting a fat weather striping around the gate opening, went right up to the rubber stoppers, they seemed to finish the job nicely, should help keep the dust out from under the cover

Reviving this old thread as one of my Rubber Tailgate Bumpers fell off. Looks like the plastic pin is broken so I need to find one of those.
