The gear seems to spin ok. No binding. It seems to me though that when I cover the holes and check the pressure just with my fingers....that it's not pumping much. When I put the drill on it and then cover the holes then I can feel one intake and one out. But that's spinning pretty fast.
Isn't the path of l.p. oil from the lpop to the regulator to the oil cooler then to the filter? As long as there's no hole in the back of the oil pump housing and the is reguator is good, any shrapnel that makes it through the lpop should lodge in the oil cooler, shouldn't it?

How did the inside of the front cover look when you pulled the LPOP? If that got scored up too bad that can prevent the LPOP from picking up oil if the clearances are too large. When you pulled the oil pan did you remove the pickup tube and if so did you make sure the oring was still in good shape and still there?
