my tailgate was stolen. I see where I can buy a brand new shell for less than $100 and a beat-up one with all the hardware for about the same from a dismantler. How much work is involved in swapping that hardware onto the shell? A recycled in good condition can be $400 or more.
Also, I can buy recycled handles that have the key lock. Will those swap into an older tailgate? Could I get the lock rekeyed? That seems like a useful upgrade.

I'm looking at an aftermarket fiberglass dually fender to replace my wrecked one. The seller disclaims that it might not be an exact fit. I might save a couple of hundred dollars vs a recycled fender. Will it be more work than it's worth? The manufacturer is just a couple of miles from me so I'd have no shipping charges either.
Tailgates can be had at a lot of upfitters. If I were you I would upgrade to the 08+ kind and get something to lock it in place. Take a look at the thread below on which you would purchase. The key cylinder's can be re keyed by most lock smith's. I purchased a 08+ and had it re-keyed to my OEM ignition/door key.
